effects of enabling and disabling users in salesforce
We are arriving to our max number of Salesforce Users. We know that there is a bunch of them who log in every 3-4 weeks. Many of these users are somehow "plugged" to sharing groups, they need to receive emails, and several other operations related to their respective salesforce ID. Could it be OK to disable users to allow others to use our Sales Force app and if they come back later re-enabling them -possibly disabling others-?
Yes. Absolutely! You are billed on # of licenses, not the number of users who actively use the system. Refer the link here:
However, when you disable users, then you will need to be mindful of record ownership impact, email notifications et.al.
This is of course not valid for Monthly Login based Licences for Communities/Portal which I believe is not in your case. More info here:

Whenever a user is deactivated from the org the license is released and the same can be assigned to the new user.When the license is released the profile gets deallocated from the respective user.So no email notifications will be sent.
Note: Even if the user is deactivated it doesn't come out of the sharing group if the ID's are added to it.
