My org is a brand new dev org, separate from the Trailhead plaground I was using beforehand.
Any thoughts?

I have the same issue. I've created a new Playground account, but I couldn't pass the challenge.

I got the solution. I've just added the actions after defining the criteria.

Otherwise, be carefully defining your criteria. Please check the below thread (Alap Mistry provided the required steps/values for criteria). Add the actions in your process builder.
