help to generate an email alert

I need to carry out a process to send a reminder email when a date / time field is missing an hour from what the record says some would help me

Can you please eloborate it, as per my understanding once a record is created, if date/time field is missing in record then you want to send an email after 1 hour from creation date. please correct me if I wrong.
