Sandbox's are available depending on which edition you have.
You can see the features per edition here: http://www.salesforce.com/products/editions-pricing/feature-comparison/

cs1, na4 are the instances of salesforce.
check this out for the various salesforce instances -
https://trust.salesforce.com/trust/status/
rov,thanks for giving response.
This is what I understood now.
cs1,cs2 are the sandbox instances.
na1,na2,na3 are the production instances.
test.salesforce.com is the testing instance.
then what is trust.salesforce.com?
Please clarify me.
we can access one instance from one id at a time.
AP | NA | EU | CS are the possible instances for salesforce.
any environment will have a URL like https://na12.salesforce.com (example), which may vary depending on the location of the organization.
AP | NA | EU - Production Environment Instances
CS - Sandbox Environment Instances
Production environment can be accessed using https://login.salesforce.com
Sandbox environment can be accessed using https://test.salesforce.com
The instance in the URL may change if there is any maintenance going on to the sever or any other possible issue, which infact won't affect the performance as it will automatically switch the instance for your organization.
So salesforce is being transparent and allowing users to check issues related to status, maintenance, performance and security which can be tracked at https://trust.salesforce.com.
Developer edition has one production environment associated with few licenses to practice and have a glance at it. It does not have any sandbox environment.
If it does clears your doubts please mark this as correct answer, if not please let me know further doubts.
Thanks & Regards,
