Looking fore a quick way to do quotas

Would anyone have ideas for a quick and dirty way to do quotas for sales reps in Salesforce? Any links to such data?

Click on the user then under the quotas related list. Add the quotas for the quarters you want. Then run the canned rep quota report.

...and you will find if you have a multilevel sales team like mine (1 sales director, 7 regional mgrs, 30+ sales guys) that you can run the report on level two of the hierarchy (e.g., the sales managers) but not on all the sales reps at once - only region by region (manager by manager). Anyone found a workaround for this hyper-pain point?
