Dataloader command from CSV to Salesforce

Hi,

Is it possible to use data loader command line to read data from a CSV file and UPSERT into Salesforce contact by a schedule time?

Yes.
You need to schedule the CLI using something like cron tho, doesn't have scheduling built in.
