You can create Reports for all standard object and custom objects. For custom objects make sure that you have enabled the Enable Reports checkbox for the custom object to appear in the report builder tab.
To create reports on custom objects, choose the Other Reports report type category unless the custom object has a relationship with a standard object. When the custom object has a master-detail relationship with a standard object, or is a lookup object on a standard object, select the standard object for the report type category instead

Except some system objects you could create on all. Essentially if you can create a report type on an object you can report on it. Check for the report type you are looking for when you create a new report to confirm.
