Supported Org Types
During open beta, Web Console is disabled until an administrator explicitly enables it. This behavior is true regardless of the edition or org type.
Note that the available functionality in various orgs varies. For instance, full Apex development and feature access are available on active production orgs, such as Developer and Enterprise. In contrast, professional orgs have restricted access to code and features.
