Assign Licenses for Agentforce Vibes

As an admin or sandbox user with admin permissions, you control whether users in your org can access Agentforce Vibes. In a sandbox, you can typically assign licenses and permission sets to yourself, as long as the sandbox has the required licenses from the production org. Access requires a chain of three things to be in place for each user: Einstein enabled, a permission set license (PSL) assigned, and a permission set assigned. A user only gets access when all are present.

Agentforce Vibes has two billing models. Every Agentforce Vibes user in a paid org requires the base setup. Unmetered access is an add-on that builds on top of it.

  • Metered (default)—Users are billed per prompt via Flex Credits. This is the base setup for all paid Agentforce Vibes users.
  • Unmetered (add-on)—Users aren’t billed per-prompt for applicable LLM models. Requires the metered base setup first, plus an additional SKU. See Large Language Model Support.

You need:

  • System Administrator access to the org you’re configuring.
  • A qualifying SKU provisioned by your Salesforce account team (see the requirements for each setup below).
  • The list of users who need access.

Complete these steps for all users, including users who also get unmetered access. This is the base setup required for every Agentforce Vibes user in a paid org. Required SKU

Your org must have one of these Foundation Entitlement SKUs:

  • Salesforce Foundations—Entitlements—Flex Credits
  • Salesforce Foundations—Entitlements—Flex Credits—OEM
  • Salesforce Foundations—Entitlements—Flex Credits—VAR
  • Flex—Entitlements—Agentforce 1 Edition

These SKUs are available at no additional cost, include Flex Credits, and can be self-provisioned at Your Account. If you aren’t sure which SKU your org has, contact your Salesforce account executive.

  1. In Setup, enter Einstein Setup in the Quick Find box, then select Einstein Setup.
  2. If Einstein isn’t already on, select Turn on Einstein.

Einstein is the org-level toggle required for every AI feature. Nothing downstream works until it’s on.

Go to Setup > Permission Set Licenses and verify that Agentforce Platform Developer and Admin appears in the list.

If it’s missing, your org doesn’t have a qualifying SKU yet. Contact your Salesforce account executive and ask them to provision one of the Foundation Entitlement SKUs listed above. There’s nothing you can do in-product until the PSL appears.

  1. In Setup, enter Permission Set Licenses in the Quick Find box, then select Permission Set Licenses.
  2. Select Agentforce Platform Developer and Admin.
  3. Select Manage Assignments > Add Assignments.
  4. Select the users who need Agentforce Vibes and confirm the assignment.
  1. In Setup, enter Permission Sets in the Quick Find box, then select Permission Sets.
  2. Select Agentforce Developer and Admin Tools.
  3. Select Manage Assignments > Add Assignments.
  4. Select the same users and confirm.

Metered setup is complete. Users now have access to Agentforce Vibes, billed via Flex Credits. Stop here if metered access is all you need.

Unmetered access builds on the metered setup. Complete that setup before continuing.

Required SKU

Your org must have the Agentforce 360 Platform—Developer and Admin Tools SKU. Purchasing this SKU automatically provisions the Foundation Entitlement (metered) SKU as well, so if you’re starting fresh, you only need to purchase one SKU.

If you aren’t sure whether your org has this SKU, contact your Salesforce account executive.

Go to Setup > Permission Set Licenses and verify that Unmetered Platform Developer and Admin AI User appears in the list.

If it’s missing, your org doesn’t have the unmetered SKU yet. Contact your Salesforce account executive and ask them to provision Agentforce 360 Platform—Developer and Admin Tools. There’s nothing you can do in-product until the PSL appears.

Each unmetered user needs both PSLs. The metered PSL is already assigned if you completed the metered setup.

  1. In Setup, enter Permission Set Licenses in the Quick Find box, then select Permission Set Licenses.
  2. Select Unmetered Platform Developer and Admin AI User.
  3. Select Manage Assignments > Add Assignments.
  4. Select the users who need unmetered access and confirm.

Verify that each user also has Agentforce Platform Developer and Admin assigned from the metered setup.

Verify that each user still has Agentforce Developer and Admin Tools assigned from the metered setup. No action is needed if that setup is already complete.

  1. In Setup, enter Permission Sets in the Quick Find box, then select Permission Sets.
  2. Select New.
  3. Give the permission set a descriptive label (for example, Unmetered Vibes).
  4. Set License to Unmetered Platform Developer and Admin AI User.
  5. Save.
  1. Open the custom permission set you created.
  2. Select System Permissions, then select Edit.
  3. In Find Settings, enter unmetered.
  4. Enable the Provides access to unmetered Agentforce Vibes and AI-powered developer and admin tools permission.
  5. Save.
  1. On the custom permission set, select Manage Assignments > Add Assignments.
  2. Select the users who need unmetered access.
  3. Confirm the assignment.

Unmetered setup is complete. Users now have unmetered access to Agentforce Vibes with no per-prompt billing.

  • PSL missing from Setup. If a PSL doesn’t appear in Setup > Permission Set Licenses, your org doesn’t have the required SKU. Contact your Salesforce account executive. For metered access, ask for a Foundation Entitlement SKU. For unmetered access, ask for Agentforce 360 Platform—Developer and Admin Tools.
  • Unmetered requires metered. Complete the metered setup before configuring unmetered access. The entitlement chain is cumulative.
